Self assessment of procedural compliance for Challenge Fund and Partnering Programme Agreement schemes

Strong development controls are essential for all developing housing associations. Without good controls the efficiency of the development function is reduced and there is risk of not complying with the Housing Corporation’s requirements for new development schemes.

The Housing Corporation introduced the requirement to use an Independent Accountant (IA) to carry out the self assessment of procedural compliance tests for all schemes developed through the Challenge Fund programme.

Subsequently the requirement was extended to RSLs developing under the Partnering Programme Agreement.
